The Advanced Technology Support Program is an IDIQ contracting vehicle providing streamlined contracting access for all federal and state organizations of the U.S. to contract with the Northrop Grumman Corporation to develop advanced technology solutions.

  • Contractual Engineering Task (CET) similar to a Statement of Work (SOW)
  • Transfer funding typically using Military Interdepartmental Procurement Request (MIPR) or reimbursement agreement

Overview of ATSP

The Advanced Technology Support Program (ATSP) is a government-wide indefinite delivery/indefinite quantity (IDIQ) contracting vehicle available to the Department of Defense; federal agencies including NASA, FAA and DOT; state agencies; and dual-use customers from commercial sectors. The objective is to quickly access advanced technology solutions from competitively selected contractors, having proven advanced technology capability.

  • Administered by the Office of the Secretary of Defense (OSD) Defense Microelectronics Activity (DMEA)
  • Precompeted contract allows the customer to select Northrop Grumman to bid on and receive an ATSP delivery order, thus minimizing acquisition time and costs

Placing Your Task on Contract

You, your agency and the ATSP PMO

  • Contact the Northrop Grumman ATSP PMO and/or the DMEA points of contact.
  • Define the task and requirements.
  • Develop program strategy.
  • Provide funding (MIPR or other appropriate document).
  • Review proposal and provide technical evaluation.
  • Manage task on a daily basis.

DMEA role

  • Coordinates with you and Northrop Grumman
  • Finalizes Contractual Engineering Task
  • Assists in developing necessary strategy
  • Prepares procurement package
  • Issues RFP
  • Coordinates proposal technical evaluation
  • Negotiates and issues the Delivery Order
  • Provides technical oversight during task performance
  • Task management, as requested. The Customer always has technical oversight.
